1. Creation of an appointment of Rs. 200 per mensem plus of a local allowance of Rs. 50 a month during the continuance of the war and a lodging allowance of Rs. 25 a month in the office of the Political Resident in the Persian Gulf, Basra, and appointment thereto of Mr. R. Fernandes. 2. Relaxation of the provisions of Article 78-A, Civil Service Regulations, in order to admit of the full pay of the appointment being drawn by Mr. Fernandes, as well as in any similar cases in which the Political Resident may consider this to be necessary
