Decision that (i) If a Railway servant refuses to accept allotment of accommodation of a higher type than the one he is entitled to upon to pay rent as for the type of accommodation to which he is entitled, such a case will be treated as 'Refusal' within the meaning of the rules. (ii) To those who are eligible for government accommodation the house rent allowance will be admissible only if they have applied for the accommodation in accordance with the prescribe procedure, if any, but have not been provided such accommodation
