Decision that (i) A railway employee shall be considered to have made a Refusal in accordance with the regulations if he declines to accept being assigned a kind of housing that is higher than the one to which he is entitled in exchange for paying rent for the type of accommodation to which he is entitled. (ii) The home rent allowance shall only be granted to people who are qualified for government housing if they have applied for housing in compliance with any applicable procedures and have not yet received such housing
