With the Railway Administration withholding the sums of outstanding salaries from the Bills and Security Deposits of Railway Contractors for worker disbursement:-Directives from the Chief Labour Commissioner to his officers stating that any request to deduct any amount from a contractor's bills made by a Central Industrial Relations Machinery Officer to the Railway Administration must, to the greatest extent feasible, be accompanied by comprehensive information about the workers in question and the precise amount of wages that they are owed by the contractor in the form of a prescribed proforma. A copy of these guidelines was sent to the railroads
