PNM and the A.I.R.F. discussed overtime pay for office workers on railroads in March 1964. 1. Federation informed that as employees on the railways were all subject to the Hours of Employment Regulations, there was no basis for awarding overtime to employees working in Railway Offices in a manner similar to that which is permitted for employees working in Secretariat offices. 2. In accordance with the Board's decision, Railway was given instructions to follow item 21(iv) of the subsidiary instructions, which stated that overtime labour should only be reinstated in rare circumstances and that work should, to the greatest extent feasible, be managed during regular business hours. But, the Board shouldn't object to labour of an irregular character that is handled in exceptional circumstances by paying a suitable honorarium in accordance with standard procedures, after consulting with the F.A. & C.A.O. owing to temporary seasonal strain or another reason
