Question whether it is incumbent on the part of Railways to go below to go below to the third grade if the requisite no. of employees in the two next grades are not available for selection posts. Board's decision:- In uch cases the number of staff to be considered shall be equal to four times the number of anticipated vacancies. If the requisite number of staff is not available in the grade next to the grade for which the selection is held, the Railways could go to lower grades in order to make up four times the number of candidates but in no case the eligibility be extended to staff in grade lower than the third
