Question whether it is necessary on the part of Railways to descend below to the third grade if the required number of personnel in the two following grades are not available for selecting posts. Board's Decision:- In such instances, the number of workers to be considered must be four times the number of projected openings. If the requisite number of staff is not available in the grade next to the grade for which the selection is held, the Railways could proceed to lower grades to make up four times the number of candidates, but in no circumstance will the eligibility be extended to staff in grade lower than the third
