Refund of overcharges on foreign traffic intercharged by government railways. Decision that mechanism for issuing refunds of such charges upto limit of 20/- without prior certification by the Account Department, both in respect of local and foreign traffic intercharged between Indian Railways, shall be established as a permanent measure
