Regarding No. 391, dated June 6th, it is suggested that since vaccination operations are limited to the cold season, it might be possible to hire a medical subordinate from the European force in Rangoon on a staff salary for the duration of the season as the Circuit Superintendent of vaccination at Rangoon, and to assign another subordinate to Moulmein for similar duties
