With reference to No. 391, dated 6th June, suggests that as vaccine operations are confined to the cold season, it will, perhaps, be feasible to employ a medical subordinate of the Europe force at Rangoon on a staff salary for the season as Circuit superintendent of vaccination at Rangoon, and to detach another subordinate for similar servoce at Moulmein
