The P and T Department should not be required to pay the difference between the amount paid by C.P.W.D. to the landlord and that recovered from the tenants. Decision that rent for leased and requisitioned residences allotted by the C.P.W.D. to P and T officers in Bombay after 3.3.44 will be recoverable under F.R. 45A. Another decision was made to allocate 52 temporary P and T apartments at Wadala, Bombay, only to the P and T workers
