Suggestion of the Secretary of State for India (arising out of the Rangila Rasul case) that the question should be considered of changing the practice and procedure of courts so as to prevent the abuse of the right of cross- examination with the object merely of delaying the course of justice. Decision that as the question has been considered before no fresh enquiry shd be started.
