Question whether an order issued under section 16(1) of the Indian Post Office Act, 1898, is another within the meaning of Section 40(1) of hte Government of India Act and by whom it should be signed and also whether a Gazette Notification is neccessary in case of such on order - Case of forgiving the over print on Post Cards.
