Question whether the British Govt. having agreed to the establishments of an Afghan Consul General at the headquarters of the Govt. of India are thereby compelled to show the same favour to Persia who apparently alone of foreign powers has the right to mosk favoured ration treatment in respect of the establishment and recognition of Consular representatives in British Dominions.
