Question whether, in so far as provincial Govts. are concerned, the decision of the Governor is required under sec. 72 D (3) of the Govt. of India Act as to whether the word `pension` in that sec. does not include the Provident Fund of specialist officers of the P.W.D. appointed by the Secy. of the State in Council.
