Rejection of a proposal made by the Govt. of Bengal to amend the Indian Merchant Shipping Act, 1883, so as to prohibit the master of a vessel from leaving behind, transferring or discharging natives seamen without the sanction of the proper authority. Ruling of hte Advocate General, Bengal, that the offence under Sec.30 of the English Merchant Shipping Act, 1906 is legally triable and punishable in British India.
