With reference to letter no. 2008 of the 28th April Last informs that the President in council sanction s a grant of Rs. 20,000/- to the Rajah of Sikkim under certain conditions & the construction of a road through Sikkim to Thibet- State that a preliminary Survey of the Commissary should be made with a view of ascertaining the cost of the undertaking-
