Submitting copy of a letter, and of its enclosures, from the Commissioner of Cooch Behar, on the subject of extending our trade with Tibet and China, and proposing that a letter be written to the Maharajah of Sikhim, with the authorities at Lassa, and ask what resportation (if any) are placed on the importation of goods from British India into Tibet.
