Ruling that no daily allowance is admissible under paragraph 20(1) of the High Court Judges (Part B States) (i.e., occupied by the journey) by rail or road, when no inspection or other work is done. But if a Judge travels on any day and on the same day also holds an inspection or does some other work, he is entitled to daily allowance for that day
