With reference to Military Despatch letter no. 909 of the 27th July, transmits One, with its accounting Disposition statement, from the Commandant of Artillery in further explanation of the necessity for an increase to the Regiment under his Command as set forth in his (the Commandants) previous letter no. 1051 of the 27th May last.
