To Chief Secretary - Forwards copy of a letter & its Enclosures from the Colonial Secretary Ceylon relative to the Establishment of Steam Communication for Irumigration purposes between that Island & the continent of India, & requests that he sentements of Government of Madras may be communcated to the Government as to the number of Coolies in proportion to the registend tonnage that may coveniently be carried on Steamers from the continent to Ceylon, and as to the necessity of enacting any special rule for the employment in the Emigration line of such Vessels for short distances.
