Officiating Secretary - States that the events of the Post few months have rendered adherence to the rules preseribed for regulating the promotion of Junior Civil Servants impracticable - Students have been hindered in the prosecntion of their studies and their books destroyed & and that the Chief Commisioner has been compelled to set aside the Examination rules to which measure sanction is for the present solicited.
