With reference to letter from the Officiating Secretary Board of Examiners of the 2nd March last and to previous correspondence relating to Mr. Brownes case and to that of Mr. J. P. Grant who had been reported by the Board as hable under existing Rules tobe sent out of Calcutta to present his studies at some station in the interior in consequence of his having failed to pass the that in one language within the presoubid tune. Review in connection with these cases the general question of the time allowed under the rules prescribed for the examination and control of newly appointed members of the C. S. for such Member to pass the test of qualification in two languages and as it appears that the provisious of sections 14 and 28th of these rules as they stand published are not in accordance with the views of the Government of India as set forth in a minute of the G. g. dated 11th October 1853 reverses there two sections accordingly and #
