To Secretary - In reply to letter dated 1st that States that the Examination Rubs do not provide for the passing in a third language and Junior Civil Servants an passing 2 languages are qualified for the Public Service, the only Consition on which such passed students are allowed to remain in Calcutta is when studying for honours under Rule 18 A Junior Civil Servant cannot therefore be permitted to remain 3 Months longer here shedying a third language merely because for his own convenience he exchanges from one division of the Presidency to the other.
