To Secy- In ackgt. of the forgoing states that by the resolution in question it was ruled that the pratices of passing assistance conditinully should every were cease and that assistant covenated or uncomenated should be passed by either the 1 or 2 standred who was not found fully qualified in any respect according to standered by which he was exmine. There is no sufficiant casue there in the correcpec. submitted to admit an assistant excersiseing the higher power until he has passed exann.which has been prescribed for testing his capacity to exise them. In Consid. however of the diffuclty which assistant in the Lower Province have in acquiring there is no objection to allow Assistant to pass at one examinetion in Judl. and revenue, Law and pratice and in the vernacular langauges of the district in which he reside and at a second examination in the ------- language.
