Secretary Governors Bombay - With reference to letter of 15th June last still arges the appointment of Professor Harkuess Principal of the Elphinstone College to be also an Educational Inspector and the Addition of Rs. 200 a Month to the Salary of Major Candy. Principal of the Poonah College. States that the Secretarys to the Board of Education has not been appointed Secretarys to the Director of Public Instraction but that he has voluntarily afforded that officer the benefit of his experience and advice. Remarks that the office of Secretary to the Board cannot with propriety be abolished so long as the Board Continue to adminster the private funds etc. committed to their management added to which his salary is paid from the funds of the Elphinstone College and retails no Charge on Government.
