To Secretary - Forwards ordinances No. 3 & 6 1854 enacted by the Legislative Council of St. Lucia for regulating the introduction of Coolies in to that Colony and calls for the opinions of the Emigrants as to the sufficiency of the Provisions contained in those ordinances for the proper protection of cooly Emigrants.
