To Secretary - Forwards ordvances No. 3 &6 of 1854 enacted by the Legislative Council of St. Lugia for regulating the introduction of Coolies into that Colony and calls for the opinion as of the Emigration Agent and Protector of Emigrants as to the Sufficiency of the Provisions Contained in those ordivances for the proper protection of Cooly Emigrants .
