Secretary - Submits for decision a question which has been raised by the Civil Auditor in the Presidency as to whether a Civil servant absent in England on leave Granted under Secretary VI, XII and XIV of the New Absentee Rules may be permitted on the expiration of the period for which he may be on leave on Medical Certificate or on private affairs to retire from the Service without returning to India supposing that such passed is all that remains to complete his service of 25 Years.
