Communicates to the several Departments and to the Bengal Government that it has been resolved that all heads of offices at the Presidency having Establishments in the pay of Government impress upon their subordinates the discredit attaching to a resort to the Insolvent Court and warn them that such a proceeding will justify exclusion from the Public Service unless sufficient cause is shown that the embrassments of the Insolvent resulted from unforeseen misfortunes over which he had no control.
