To Officiating Secretary - Approves proceedings forwarded with the above, & desires that it be explained to Mr. Reade that the object of the government in placing a Military officers at the head of the bocal administration was to meet the necessities of the time by conbining the Civil & Military power in the some hands & that the arrangements must not be supposed to emply the shghtest desparagement of Mr. Read`s capacity to conduct the Civil Officers of the province which he has Charged tsatisfaction.
