Mr. R. R. Sturt assident in the College - Submits medical and civil fund certificate and requests permission to Proceed immdenately to England states that in consequnce of his having received on advace of 4000 Rs. on loan the accountant General and Civil Auditor refuse to grent to him the usual certificate engages to refund the amount on his return to this country.
