Submits a Comparative Statement, showing the pay and allowances at the Bombay and the other Presidencies, from which it will be perceived the inadequacy of the pay drawn by the Junior Civil Servants in that Presidency. Requests sanction of the Government of India to the pay and allowances noted for all young Civil Servants from the date of their arrival till they pass their 1st or lowest departmental examination.
