From Secretary to the Governor General - States that there would be no objection to a compliance with Captain Troyers application on the ground of his not being in the Service. when the office was conferred on Lieut. Todd there were two other Candidates the Revrend Mr. Proctor and Dr. Tytler the profession of the former objectionable and suggests that the qualifications of Captain Troyer Dr. Tytler and others who may have offered themselves be subjected to an Examination by a Committee consisting of Dr. Carey, Mr. James Thomason & Dr. H. H. Wilson.
