From Secretary - Forwards copy of a letter received from Mr. Bell at Sylhet Stating that as he has shown by Medical Certificates that up to the ned of July last he had not in all four months that he was able to devote to study, and trusts Government will allow him 11 months from that time instead of 4 months as allowed by orders of 14th August & leave to come to Calcutta.
