L.S. transmitting copies of an extract from the proceedings of Government in the Military Department 30th October 1819 and ot the General orders which accompanied it relative to the transfer of the Telegraphic establishment to the Civil Department and authorzes him to pay the Superintendent Bills on being duly audited by the Civil Auditor.
