Letter from the Governor General , reporting that Lieut. Col. Blair, Major Popham, Col. Morgan and Sir Jhon Cumming have greatly distinguised themselves during the late disturbances at Benares, and recommending Lieut. Col. Blair and Major Popham to be promoted by brevet commission to the ranks of Colonel and Lieutenant Colonel resectively.
