Minute of the Governor-General, ordering that the terms of the Act of Parliament regarding the pay of the civil servants according to their standing in the service should be strictly adhered to, explaining the grounds for the Appointment of Messers.Myer and Cheap, calling upon the Board of Trade to submit a Report of Mr.Cheaps that the Secretary may be directed to examine all civil appointments and submit a report to the Board, and recommending that it may be made a standing order that no Appointment of a civil servant shall be declard until the Secretary shall have reported upon the emoluments of the office.
