1) Question of assistance to Mr. Tharchin for the proposed English edition of Dunya dropped. 2) Grant of subsidy of Rs. 200/- p.m. to Mr. Tharchin for the publication of Tibetan newspeper for one year with effect from the 1st April 1947. 3) Purchase of litho Printing Press for Tharchin`s Tibetan newspaper from the cess fund. Agreement signed by him in this connection.
