Question regarding delay in payment to Mr. L. Owen, I.C.S., of the United Provinces Government of his pay for the period 1st to 25th September 1935 during which he was appointed as Government Whip in the Central Legislative Assembly. Instructions issued by the Auditor-General to all Accountants General to avoid the recurrence of a case like this.
