India Office papers relating to the increasing exports of Indian opium to Hong Kong during the year 1919 and the suggestion of the Foreign Office to make serious efforts to limit the duration of the Opium Monopolies at Hong Kong and straits settlements. Exception taken to the statement made by the Foreign Office that the main object of the Hague Opium Convention 1912 is to continue the use of opium to medical purposes.
