Question whether the Chief Commissioner can frame travelling allowance rules more favourable than the Government of India rules. Decision that under the new constitution, the rule-making powers delegated to Chief Commissioners under Rule 44 of the Classification Rules will continue in force and will be deemed a delegation under Clause 230 (now 240) of the Government of India Bill.
