Question whether the Chief Commissioners can frame travelling allowance rules more favourable than the Government of India Rules.Decision that under the new constitutions the rule making powers delegated to Chief Commissions under rule 44 of the classification Rule will continue in force and will be deemed a delegation under clause 280 (now 240) of the Government of India Bill.
