Reply to the Accountant General Posts and Telegraphs that the formula contained in Mr. Rayans letter of 21.3.29 was laid down for the guidance of Director General Posts and Telegraphs and it cannot be insisted on by audit and that the audit should have the separate strictly on the wording of the rules in the Civil Service Regulations.
