Decision that the Proviso in Article 78-A Civil ServiceRegulation in respect of the discretionary powers of local Govt. to create temporary appointments on pay in excess of that of the lowest grade does not apply to the Finance Deptt. Resolution No. 5164-EX. dated the 16th October 1909 so far as appointments on Rs. 250 a month and under are concerned.
