Decision that Jetpur is a foreign country for the purpose of Rule 5 (8) of the North-Western Provinces Opium Rules. Desirability of altering the definition of ``Inida,`` and the expediency of continuing the concession in respect of import and possession of opium now allowed to visitors and travellers from a foreign country.
