Enquiry By Lieut. Col. Sir F. E. Younghusband, K.C.I.E., Resident in Kashmir, as to whether Appointments to H.E. the Viceroy`s executive Council & to Lieut.Governorships are open to Military officers serving in the Political Dept., and, if not, whether the Govt. of India contemplates taking any steps towards removing such restrictions.
