Enquiry by Mr. Howell the Chinese customs officer at Tengyueh as to what deptt. of the Govt. of India he should adderss on the subject of exemtion of officers and members of the staff of; the customs deptt. serving in China beyond the Border of Burma from customs dues on their private effects when they travel to their destinations via Burma.
