In reply to his letter dated 3rd ultimo, informs that, though not called to the Bar until 1861, Dr. Clarke is a Colonial Advocate of more than 17 years standing, and is, therefore, within the interpretation of the term Barrister as used in the concluding Section of the Act XXI of 1863.
