Dissatisfaction of the merchants & other inhabitants of Rangoon with Act XXI of 1863 and their application for the Institution of a High Court in British Burma. Mr. J. Newmarch informed that Dr. W. H. Clarke, Recorder, Rangoon, being a Colonial advocate of more than 17 years Pending is within the interpretation of the term Barrister as used in Act XXI of 1863.
